What’s happening in my community/Hines Park?
Wayne County is repairing the sanitary sewers that transport wastewater collected from 14 communities in Wayne County and one community in Oakland County to Detroit’s Wastewater Treatment Plant for treatment. These repairs are the first phase of a state-mandated 20-year plan to eliminate overflows from the Rouge Valley Sewage Disposal System into the Rouge River. The Rouge Valley Sewage Disposal System consists of two main sewers, one that lies adjacent to the Middle Rouge River in Hines Park and one that lies adjacent to the Lower Rouge River along Michigan Avenue.
What kind of work is being done?
The project involves two main types of repairs to the County’s 93-mile sewer system: repairs to nearly 1,000 manholes and lining of select sections of sewer pipe. The manhole repairs are generally simple repairs – fix a broken manhole collar, seal the cracks/crevices – to keep water out of the system. The manhole work should have minimal impact on the surrounding area. The sewer pipe lining is being done to those sections of pipe where the pipe wall has eroded due to sewer gases or pipe joints are leaking and letting groundwater into the system. The new lining is delivered to the sites via large trucks (as shown at the right), and is installed into the sewer through temporary new access shafts. Once inserted into the pipe section, hot water delivered to the site by tanker trucks is used to cure the lining inside the pipe. Additional improvements at the County’s pump station located at Hines Drive and Ford Road will be on-going throughout the project.
What’s happening to the trees?
The type of work associated with the sewer lining will require some trees to be cut. But once the lining is done, the sites will be comprehensively restored. Trees with diameters larger than 6-in will be replaced with three trees. The replacement trees will be smaller than the original because they can quickly become established. Understory such as bushes, brush, plants, and grass will also be replaced during restoration.
What about the wetlands?
Some wetland areas will be impacted by the work. Once the work is done, the wetlands will be restored to the same condition they were before construction. The plants will be smaller and less numerous but any trace of the work will be gone. Wayne County will monitor the sites for 3 years after construction to make sure the wetlands are back to their original condition.
How was the project funded?
Wayne County successfully obtained over $7.8 million from the American Recovery and Reinvestment Act to offset project costs to our customers. Additional financing for the project was obtained from the State Revolving Fund loan program.
When will this work be done in my community?
The contractor is currently working within the Hines Park area, Dearborn Heights, Livonia, Romulus, Wayne and Westland, in the locations shown in the map. The table shown below the map provides the current schedule of work by community. The entire project should be complete by September 2011.
