Juvenile Services

Wayne County is providing effective services for juvenile offenders and simultaneously containing costs through our successful Care Management System program, an innovative collaboration involving the state, the county, the courts, law enforcement, and community-based organizations.

Wayne County has moved significant numbers of our troubled young people from state training facilities.

This innovation has saved millions of taxpayer dollars. Where once we incurred annual cost increases of 10 to 15% a year, in the last five years total expenses for our juvenile justice program have increased by only 0.5%.

Over the past five years, the recidivism rate for youngsters involved in the county's juvenile justice programs has decreased from more than 50% for some facilities to an overall rate of less than 5%.
