The purpose of Wayne County's Industrial Pretreatment Program is to protect the Wyandotte Wastewater Treatment Plant from chemical agents that might disrupt operations or pass through to the Detroit River.
Wayne County's Wastewater Treatment Plant NPDES Discharge Permit and federal pretreatment regulations (40CFR, 403.8 and 403.9) mandates the establishment of a non-domestic user waste control program. A program is also required under the Michigan Administrative Code (323.2306).
Objectives of the program include:
- To prevent the introduction of pollutants into Publicly Owned Treatment Works (POTW) which will interfere with the normal operation of the system or which will interfere with the use or disposal of the Wastewater Sludge.
- To prevent the discharge of pollutants into POTW which do not receive adequate treatment in POTW, and which will pass through the system into the receiving waters or to the atmosphere or otherwise be incompatible with the collection, storage and treatment system.
- To improve opportunities to recycle and reclaim industrial wastewaters and sludge from the treatment plant.
