Permits

The Wayne County Department of Environment (DOE) requires a permit to discharge into or modification of the following facilities under Wayne County DOE jurisdiction.

County Drain

Crossing, modifying or discharging storm water to a County Drain requires a permit from the Department of Public Services - Permit Office. Permits from other agencies may also be necessary. Adherence to the Wayne County Storm Water Management Ordinance is required.

County Interceptor Sewer

Connecting into or otherwise altering a County sanitary interceptor sewer requires a permit from the Department of Public Services - Permit Office.

- Cost Schedule for Drain and Sewer Projects

Permit Fee: $125 to $175 depending on size of project. Permit Fees are collected when the permit is issued.
Plan Review Cost: $90 per hour.
Performance Bond and Inspection Deposit: Based on size and scope of the project.
Actual inspection charges are deducted from the inspection deposit.

Sewer Use Permit for a Sanitary Sewer Connection

The design and construction of sanitary sewer in Wayne County may be governed by the County's Sewer Use Ordinance. A direct connection to a Wayne County sewer, or a municipal sewer connection to a Wayne County sewer to discharge domestic or industrial wastewater directly or indirectly to a County sewer requires a permit from Wayne County Department of Environment.

In order to assist the applicants to submit a complete permit application, a checklist that itemizes the requirements of the Wayne County Sewer Use Ordinance is made available.

Applicants must submit at least three sets of engineering drawings and a MDEQ Permit Application for Wastewater Systems to the DOE for review and approval. This permit is required under the authority of Part 41, Sewerage Systems, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. The Township or City Engineer having jurisdiction must first approve the engineering drawings and Permit Application for the project.

- Sanitary Sewer Connection (Sewer Use Permit) Fee

The sanitary sewer plan review fee is $487 (base fee) plus $48 per 100 lineal feet or portion thereof of sewer to be constructed. Please make a check or draft payable to Wayne County Department of Environment.

Industrial Pretreatment Program (IPP) Wastewater Discharge Permit

All Industrial Users proposing to connect to or to discharge process wastewater, industrial wastes and other wastewater to the sewerage collection system tributary to the Downriver Waste Water Treatment Facility shall, at least 90 days prior to said connection, complete and submit an Industrial-Commercial Waste Questionnaire in the form prescribed by the Facilities Management Division - IPP, with a copy to the local community. The questionnaire shall serve as the permit application for obtaining a Wastewater Discharge Permit. The IPP staff shall evaluate the data provided by the User and commence the permit issuance process according to procedures approved by the Michigan Department of Environmental Quality.

- Wastewater Discharge Permit Fee and Charges

The County shall collect charges and fees directly from the Industrial Users, in accordance with the User Fee Ordinance, to compensate the County for at least the following:

1) Annual Industrial Surveillance Fees - recover the cost of administering the permit and monitoring costs.
2) Surcharges for compatible pollutants (BOD, TSS and P) discharged in excessive amounts as detailed in Article V, Section 3.04 of the Sewer Use Ordinance.

Fees will be calculated based on the conditions established by the IPP permit and the Management & Budget, DOE Finance Division, will bill permittee accordingly. The above fees are separate from the sewage fees and non-residential user fees collected by the local municipality.
