Exceptions:
When normal loadings are in effect, on Class "A" tandem route highways, on any legal combination of vehicles, only one tandem axle assembly shall be permitted at a gross permissable weight of 16,000 lbs. for any axle of such assembly and no other tandem axle assembly in such combination of vehicles shall exeed a gross weight of 13,000 lbs. for any axle of such assembly.
Two axle spaced less than 3 feet and 6 inches apart shall not exceeed a gross combined weight of 18,000 lbs.
When the maximum gross weight of a tractor semi-trailer combination of vehicles with load does not exceed 73,280 lbs., 2 tandem axle assemblies shall be permitted on such designated highways at a gross permissible weight of 16,000 lbs. for any such axle
