Today Prosecutor Kym Worthy, Detroit Police Chief James Craig and Wayne State University Police Chief Anthony Holt gathered at Wayne State University Police Department to announce charges against Raymond Durham, 60, (DOB: 04/22/1956), in connection with the fatal shooting of 29-year-old Wayne State University Police Sergeant Collin Rose.

On November 22, 2016 at 6:30 p.m., Sgt. Rose conducted a traffic investigation of Durham, who was riding a bicycle in the area of Lincoln and Brainard Streets in Detroit. Sgt. Rose called for backup at 6:31 p.m. while he was attempting to investigate Durham. Shortly thereafter, it is alleged that Durham shot Sgt. Rose in the head and fled on foot from the scene. A Wayne State police officer arrived at the scene at approximately 6:34 p.m. and transported Sgt. Rose to Detroit Receiving Hospital. Sgt. Rose was treated and later expired from the wound.

On November 25, 2016, DeAngelo Lamar Davis, 31, (DOB: 06/02/1985), of Detroit, was charged and arraigned on homicide charges in connection with the homicide of Sgt. Rose. After the case was charged, the Detroit Police Department continued to investigate the case. As a result of the investigation, DeAngelo Davis was eliminated as a suspect and the charges were dismissed against him on December 7, 2017 before Judge Lydia NanceAdams.

The investigation into the homicide of Sgt. Rose continued from December 2016 until August 2017. The exhaustive investigation was conducted by the Detroit Police Department, the Michigan State Police, the Drug Enforcement Agency, the Federal Bureau of Investigations, the Violent Crimes Task Force, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Wayne State University Police Department, the Wayne County Sheriff's Department, and the Detroit Transit Department with legal assistance from the Wayne County Prosecutor's Office.

The investigation has led to charging Defendant Durham with one count each of: First Degree Premeditated Murder (Felony: Life without parole); Murder of a Peace Officer Felony: (Life without parole); Possession of a Firearm by a Felon (Felony: Five years); and two counts of Felony Firearm (Felony: Two years mandatory, consecutive)*. Assistant Prosecutors Robert Donaldson and Sarah DeYoung have been assigned to prosecute this case.

Wayne State Police Chief Anthony Holt said, "We are thankful to observe the judicial process moving forward. This will bring a sense of closure to the family, our officers, and the Wayne State University community at large. This is a solemn time, not one of celebration, as our department is still recovering, but it does provide some comfort."

"The announcement of these charges is particularly important as it signifies to the men and women who serve this city that they are supported and their safety is paramount," said Chief James Craig. "I am hopeful that the charges against Mr. Raymond Durham will send a strong message of deterrence to those who may want to bring harm to our officers."

Prosecutor Worthy said, "Sgt. Rose's career and his impact on others will never be forgotten. Our hearts go out to his family and friends. His life inspired the local and federal law enforcement community to work tirelessly to bring charges against Defendant Durham. This case continues to strongly illustrate the dangers that police officers face every minute of every day."

Today the defendant appeared for his arraignment hearing. The arraignment did not take place because Judge Kenneth King remanded Defendant Durham to the Forensic Center for a competency evaluation. His next court date is scheduled for November 1, 2017 before Judge King.

*The charges are allegations and the defendant is presumed innocent until and unless proven guilty.
