JuJuan Parks Charged in Homicide of
DPD Officer Rasheen McClain

Today Prosecutor Kym Worthy charged JuJuan Parks, 28 (DOB: 02/01/1991), of Detroit, in connection with the homicide of Detroit Police Officer Rasheen McClain, 42, and the non-fatal shooting of Officer Philippe Batoum-Bisse. On November 20, 2019 at 7:05 p.m., Officers McClain and Batoum-Bisse responded to a disturbance at a home in the 20040 block of Wyoming. McClain and Batoum-Bisse, with other responding officers, Danny Chambers and Joseph Weaver, entered the home and while going down into the basement, came under fire. It is alleged that Parks fatally shot Officer McClain in the neck and non-fatally wounded Officer Batoum-Bisse in the leg. Both were taken to a local hospital where Officer McClain succumbed to his injury and Officer Batoum-Bisse received treatment for his injury.

Chambers and Weaver observed Parks fleeing from the house on foot and the three exchanged gunfire. During the gunfire Parks was wounded in the arm. Parks was arrested a block away and taken to a local hospital for treatment of his injuries.

Prosecutor Worthy said, "As the allegations surrounding the heartbreaking death of Officer McClain unfold, we continue to do what is necessary to bring his assailant to justice. There cannot be a rush to judgment. We charge JuJuan Parks with the death of Officer McClain today, but I would like to caution everyone that this investigation is far reaching and is not over. As always, we will be thorough and complete. Only the path of justice, and nothing else, will dictate further action."

JuJuan Parks has been charged with First Degree-Premeditated Murder, First Degree Murder of a Police Officer, three counts of Assault with Intent to Murder, Resisting and Obstructing a Police Officer Causing Death, Discharge of a Weapon in a Building Causing Death, Discharge of a Weapon in a Building Causing Serious Impairment, Felon in Possession of a Firearm, and eight counts of Felony Firearm Second Offense.*

Parks was arraigned on December 5, 2019 before 36th District Court Magistrate Millicent Sherman. The Probable Cause Conference is scheduled for December 19, 2019 at 8:30 a.m.; the Preliminary Examination is scheduled for December 23, 2019 at 1:30 p.m. Both hearings are before Judge Ronald Giles in 36th District Court.
