Description:
Abstract:
Represents the physical geographic features within which water perennially flows across the surface of the earth or is contained upon the earth's surface. This is subdivided according to whether the feature can be represented as a area feature or polygon.
Purpose:
To locate all areas of surface water within the county boundaries to be used in planning and location endevors.
Supplemental_Information: Dataset was created from aerial imagery flown in 1997 and 1999.

The database validation routines verify the attribute definitions and valid attribute values for each feature and between features. These routines verify feature attributes and attributes in related database tables. Validation checks include:

a) Item definitions

b) Item values

c) Item uniqueness, if so specified

d) Feature consistency checks as described above

e) Relate cardinality (Verifies a 1:1, 1:M, or M:M relationship between related tables)

Logical_Consistency_Report: Arc Node and Polygon topology exists.
Completeness_Report: Dataset is complete.

Horizontal_Positional_Accuracy_Report:
The creation of these files was based off the Wayne County Orthophotography Project criteria.

One of the following horizontal accuracy requirement industry standards was followed.

1. United States National Map Accuracy Standards, Office of Management and Budget (OMB).

2. American Society of Photogrammetry and Remote Sensing (ASPRS) Accuracy Standards for Large Scale Maps.

3. American Society of Photogrammetry (ASP) Specifications for Aerial Surveys and Mapping by Photogrammetry Methods for Highways.

4. U.S. Department of Transportation (DOT) Surveying and Mapping Manual Map Standards.

5. U.S. Army Corp of Engineers (USACE), Enginerring and Design, photogrammetric Mapping.

6. U.S. National Cartographic Standards for Spatial Accuracy.

The GPS points that were collected to provide additional control for high accuracy analytical aero-triangulation solutions from existing aerial photography. The internal accuracy of the network achieved first order class 1 standards in all station pairings, i.e., the relative horizontal position accuracy between stations in the network does not exceed 10 mm + 10 ppm of the station separation. The GPS network met the current Federal Geodetic Control Subcommittee (FGCS) accuracy standards. The GPS network, based on existing National Geodetic Reference System (NGRS) control, consists of 21 stations of which one is an existing HARN B-order horizontal control point, one is an existing HARN B-order horizontal/first order vertical control point, and one is an existing HARN A-order horizontal/second order vertical control point upon which the network is based.

ArcInfo Quality Assurance / Quality Control

Automated quality assurance / quality control software was used in the ArcInfo environment. The purpose of the QA / QC software is to guarantee efficient and consistent validation of complex GIS databases. Below is a description of the capabilities of this software:

1) Input

Input to the QC software is fromm two (2) tables. The QC tables define all coverages for a tile of GIS information. The tables are defined by ASI technologies at the start of a project using the database dictionary:

Main QC table - This table defines coverage parameters and feature attribute tables. Each item in a feature attribute table is defined in the table along with its valid values or range of values.

Consistency Table - This table is used to check consistency between feature attributes.

2) Output

The QC software creates a report file which summarizes all the individual checks. Each validation check is given a status, warning or errorflag. An overall pass / fail is assigned for the tile at the end of the report. Topology, construction and edgematch errors are logged to error coverages which can be viewed as reference coverages in ArcEdit for error correction. The QC software also logs each check to the computer terminal during execution.
