The EDA invests in public works, economic adjustment, technical assistance, research,
economic development planning, and trade adjustment assistance projects. EDA seeks to
invest in projects that enhance regional competitiveness and support long-term development
of the regional economy. To maintain the eligibility of projects in its region for EDA funding, a
region must develop a Community Economic Development Strategy (CEDS) updated every
five years. In addition, a region must submit an annual report each year.
This Annual Report for Wayne County’s CEDS includes an analysis of changes in the economic conditions, an evaluation of the implementation of the CEDS from 2005-2006, and a description of specific public and private investment projects intended to promote economic development.
Structure of the Report
Section II of the Annual Report describes the CEDS planning process, including the
composition and activities of the CEDS Planning Committee.
Section III includes baseline information about the economic conditions of Wayne County that
will enable Planning Committee members, interest groups and citizens to understand the
economic opportunities and challenges faced by the region. The section also analyzes the
condition of Wayne County’s economic clusters.
Section IV revises the economic analysis framed in the 2004 CEDS Update.
Section V describes specific outcomes and performance measures used to evaluate the
implementation of the CEDS.
Section VI outlines the process for ranking projects for the 2007 Action Plan.
Appendices A through F contain community specific data that indicate the level of distress in
each community.
Appendix G lists Planning Committee members’ feedback on the CEDS goals and objectives
given current economic conditions.
Appendix H contains a list of community economic development projects proposed for Wayne
County and the ranking assigned to them through the CEDS planning process.
