Housing Programs

The development and preservation of quality, affordable housing is a core function of Wayne County’s Department of Economic and Neighborhood Development. The County receives funding allocations of both Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) from the U.S. Department of Housing and Urban Development on an annual basis. The County utilizes these funds for a variety of innovative programs designed to expand the long-term supply of decent, safe, and affordable housing in certain eligible Wayne County communities.

  • First Time Homebuyer Program
    This program provides deferred loans to low-income, first-time homebuyers for down payment and closing costs towards the purchase of their first home. Applicants must complete a Homebuyer Education Seminar and contribute at least $1,000 towards the home.
  • Weatherization
    Providing free home weatherization to low income residents. Funded by the U.S. Department of Energy and the Michigan Department of Human Services, the Program offers income-eligible homeowners free weatherization services such as installing insulation, sealing of drafts and inspection of gas appliances and checking furnaces for carbon monoxide. This program helps reduce overall housing costs for the resident while increasing energy efficiency. The program is active in 18 Wayne County communities. Questions?

  • Housing Rehabilitation
    Wayne County is well served by numerous non-profit, social service agencies and government programs available for those with low incomes or the aged. A Community Development Block Grant Program that assists low-to-moderate income persons in maintaining their homes. Participating CDBG communities may apply on a house-by-house basis for CDBG funds, set-aside specifically for homeowner-occupied housing rehabilitation for low-to-moderate income households. Homeowner occupants in need of home repairs will be referred to the Township or City in which they reside to determine their program availability. If the household complies with HUD’s low-to-moderate income guidelines, the repair work is completed and a zero (0%) interest loan will be liened on the property until such time that the house is sold or the homeowner decides to secure additional debt to the property.
