Community Development Block Grant Program [CDBG]

::  Funded by the U.S. Department of Housing and Urban Development and administered by Wayne County, the Program efforts include: preserve low- and moderate-income neighborhoods, offer a range of housing choices, rehab or construct urban infrastructure, improve the appearance of urban and rural communities, increase the quality of neighborhood-based living, and decrease negative environmental impact.

home owner::  Wayne County's Community Development Block Grant [CDBG] Housing Rehabilitation Program assists low-income and moderate income persons in maintaining their homes. The program supports homeowners who would otherwise be unable to obtain resources
from traditional financial institutions.

::  Rehabilitation services range from emergency repairs to comprehensive home improvements. About 20 percent of the units are typically comprehensive renovations, with emergency and limited repairs representing the bulk of activity.

::  The program is funded through the CDBG program at an anticipated funding level of 15 percent of the County's funding allocation from the Department of HUD.

::   The County offers the program in 34 communities that are part of its CDBG program. The County will provide technical, financial, and administrative assistance to local community development and housing officials who will deliver the services to eligible residents within their community.

::   The program objectives are:

  • Rehabilitating housing for existing low-income and moderate-income family homeowners;
  • Implementing programs to achieve lower overall housing costs by reducing energy costs;
  • Providing technical, program and financial assistance to distressed communities to become more self-sufficient;
  • Providing an increased housing choice and opportunity both within and outside of areas of minority and low-income and moderate-income concentration; and
  • Implementing programs to increase the viability and development of neighborhoods and revitalization of deteriorating communities.
