Project SAVED

::   Through the program, tax-reverted properties are transferred to community-based non-profit organizations to rehabilitate. They are then sold or rented to low- or moderate-income individuals. The program is designed to revitalize neighborhoods and promote home ownership. Participating Wayne County communities are Detroit, Ecorse, Hamtramck, Highland Park, Inkster and River Rouge.

Hamtramck SAVED::  Project SAVED is Wayne County's comprehensive housing recovery program designed to work with qualified and experienced community based 501[c][3] non-profit housing corporations to recover tax-reverted and delinquent properties, market affordable housing opportunities, revitalize neighborhoods and promote home ownership.

::  Project SAVED is designed to transfer tax-reverted properties to eligible community based organizations [CBO] for rehabilitation and sale or rent to low or moderate income individuals or families. In cooperation with the State of Michigan Department of Natural Resources [DNR] and participating communities property is transferred from the DNR with all taxes and special assessments canceled pursuant to the state tax reversion law, M.C.L.A. 211.67a.

::  To begin the process, community based non-profit organizations [CBO] interested in Project SAVED will submit an application to the County to be placed on the list of groups qualified to receive properties. A list of tax-reverted properties will be provided to qualified CBOs. The CBO will visually inspect properties in its area and make application to the County for properties it would like to receive. The number of properties a CBO may receive at anyone time will depend on the CBO's experience and capacity to rehabilitate the properties in a timely manner.

::  The County will apply to the Michigan Department of Natural Resources [DNR] for the properties and will transfer the deed after the CBO signs the Letter of Agreement with the County stating the terms and conditions of the deed transfer. The Letter of Agreement requires the rehabilitation and sale or rental of houses to low- or moderate-income families. The Letter of Agreement prohibits any individual from profiting from the property sale. Profits realized, if any, must be used to acquire and rehabilitate other properties. All such profits must be reported to Wayne County.
