per capita income for all Wayne County residents was $20,058
in 2000, which is 93 percent of the national average per capita
income of $21,587. Each other county in the region has a per
capita income that is higher than the national average. Furthermore,
each county’s [including Wayne] per capita income rose
as a percentage of the national average between 1990 and 2000,
providing further evidence of an economic rebound in the region.

the per capita income was greatly varied among the 43 communities
in the County, from a low of 56 percent of the national average
in Highland Park, up to 323 percent in Grosse Pointe Shores.
:: Per
capita income is one of the two criteria used to determine if
a community is eligible for EDA funding. In order to qualify,
a community must have an income that is less than 80% of the
U.S. average. Based on this criteria, six communities are EDA
eligible: Detroit, Ecorse, Hamtramck, Highland Park, Inkster
and River Rouge.
