Program Purpose
The purpose of the Wayne County Small Business Enterprise Purchasing Program is to provide contract opportunities for Wayne County Based Enterprises (CBEs) that meet the eligibility criteria. The Small Business Enterprise Purchasing Program, hereinafter referred to as the SBE Purchasing Program, is designed to allow companies to compete against other businesses that are comparably positioned in their respective industries and markets and the opportunity to participate in the Wayne County solicitation process.The Wayne County SBE Purchasing Program was created pursuant to Article XI, Equal Contracting Opportunity, Section 120-191of the Wayne County Comprehensive, as adopted by the Wayne County Commission December 7, 2006, whereby the Purchasing Director shall develop a program to award contracts for supplies, services or construction to qualified Wayne County small businesses.
Prior to any solicitation for bids, the Purchasing Director shall determine whether a particular contract for goods, services and construction shall be designated for the SBE Purchasing Program.
The Wayne County SBE Purchasing Program shall apply to informal solicitations for purchase of goods and services up to $50,000 per solicitation pursuant to the Wayne County Ordinance Section 120-32, Small Purchases and construction up to $100,000 per solicitation.
The letting of contracts under this section is not subject to the several requirements of Section 120-31, Competitive Sealed Bidding, of the Ordinance. These small purchases are, however, subject to all of the public record requirements of Sections 120-3, Record Access to Procurement Information.
Exception: Contracts to be paid in whole or in part from federal funds are not eligible for the SBE Purchasing Program.
Eligibility/Criteria of the Small Business Enterprise Program
Small Business Enterprise (SBE) – A for-profit corporation, not affiliated with or a subsidiary of a firm that is not a small business enterprise. Individuals, Sole Proprietorships and Non-Profit firms are not eligible for SBE certificationThe business must:
- have been in operation for at least one year
- have a physical business address located within the limits of Wayne County (A post office box is not acceptable as a physical business address).
- have average gross annual receipts/employees over the past three years not greater than the amounts shown below by industry:
- Manufacturing - 500 employees
- General Construction - $28 Million
- Specialty Construction - $12 Million
- Wholesale - 100 employees
- Retail - $ 6 Million
- Professional Services - $ 6 Million (Requires State License)
- Other services - $ 6 Million
- be officially certified by the Wayne County Human Relations Division.
