ACCOMPLISHMENTS:

From October 1, 2004 though September 30, 2005, as well as through the County’s 2006 fiscal year, this Division has been primarily engrossed in its statutory responsibilities, which included the following:

  • Supervising the preparation of the assessment rolls for the Cities of Detroit and Dearborn, where there is a temporary absence of a properly certified assessor.
  • Assumed the ongoing assessing responsibilities for the City of Trenton, where the properly certified assessor recently retired.
  • Preparation of twenty-two 2004 and 2005 winter tax rolls and bills, as well as preparing and printing the summer 2005 tax rolls and bills for the same number of communities.
  • Finalizing 2005-2006 equalization studies to determine 2006 assessment increases, as required for every classification of property within every Wayne County community.
  • Assessment database management and assessment roll preparation for twenty-one communities that contract with the County for a variety of assessment services, as well as six other communities where the division provides no other services.
  • Assessment roll preparation intervention in the City of Dearborn and the assumption of assessing responsibilities in the City of Highland Park.
  • Analysis for equalization of forty-three assessments rolls subject to local Boards of Review actions.
  • Preparation and submission of the 2006 Equalization Report to the Wayne County Commission pursuant the requirements of Section 34 of the General Property Tax Law.
  • Development of the year 2005 Apportionment Report for Wayne County, which reviews, chronicles and endorses each tax rate for every city, township, school district and other taxing authority levying a property tax within Wayne County. This report is required for adaption by the Wayne County Commission.

DID YOU KNOW?

That in the 2005 fiscal year, the Assessment and Equalization Division of the Department of Management and Budget was responsible for preparing 27 assessment rolls which affected 254,795 parcels of property, which required the formulation and posting of 764,385 separate valuations. The division was then responsible for equalizing 820,946 property parcels having a total equalized valuation of approximately 62.7 billion and a total taxable valuation of over $48.3 billion. This division also prepared and/or monitored 85 tax rolls which generated over $2.53 billion in revenues which provided the primary financial support for 1 county, 10 townships, 33 cities, 37 school districts, 3 community colleges, 1 intermediate school district, as well as a variety of authorities, downtown development areas, and public service projects.
