Industrial Pretreatment Program (IPP)

The Industrial Pretreatment Program for the Wayne County Downriver Wastewater Treatment Facility (DWWTF) in Wyandotte was approved by the Department of Natural Resources (now Department of Environmental Quality) on May 1,1986. It is a non-domestic user waste control program to control Industrial Users’ wastewater discharges and was developed in accordance with the Clean Water Act, General Pretreatment Regulations 40 CFR 403 and Part 23 Rules of the State of Michigan.
The program is continuously updated to incorporate changes in federal and state laws.

Legal authority to implement and enforce the approved Industrial Pretreatment Program is contained in the Sewer Use Ordinance. It was enacted by the County Commission to protect the public health and safety by abating and preventing pollution through regulation and control of the quantity and quality of wastewater discharged into the sanitary sewer system.

User fees consisting of Non-residential User Fees and Annual Industrial Surveillance fees fund the program.

It is a strong and dedicated commitment to the protection of the area’s water resources.

Objectives

  • Prevent the introduction into the publicly-owned treatment Works (POTW) which may interfere with normal operation of the system or the use of disposal of the sludge.
  • Prevent the discharge of pollutants into the POTW which may pass through the system into the atmosphere or into the Detroit River.
  • Improve opportunities to recycle and reclaim industrial wastewater and sludge from the treatment plant.
  • Protect the health and safety of collection system workers and citizens of Wayne County from potentially adverse discharges.
