Downriver Wastewater Treatment Facility - Ongoing improvements

The Downriver facility has been in compliance with its discharge permit since January of 2006. To help ensue that the Downriver Wastewater Treatment Facility remains in compliance and free from any future consent judgments for failing to permit limits a 20-year capital project plan was developed. This project plan identifies the capital needs for this facility. The first segment of this 5-year plan is currently underway at the present time. The projects include:

  1. SCADA Improvement

The ongoing design project for improvements to the Downriver Wastewater Treatment Facility SCADA (Supervisory Control And Data Acquisition) is progressing well. A total system inventory has been completed. The Phase 1 Alternatives Analysis Report has been reviewed by staff and modifications submitted to Westin Engineering. The required Basis of Design will be ready for submittal to the MDEQ in early December 2007.

  2. Solids handling Phase I

The scope of work covered under Phase I of the solids handling project include: centrifuge and all ancillary equipment testing, evaluation, procurement.

  3. Emergency Generator

This project includes the installation of three generators and incorporation into the existing DRWTF electrical distribution system. These generators will increase the plant's electrical reliability and are sized to provide enough power to maintain plant pumping capacity.

  4. Clarifier Rehabilitation

The replacement of clarifier mechanical equipment that is beyond it's useful life (installed in the mid 1970s), Clarifier tank concrete rehabilitation, and a change in the hydraulic design of the clarifier's flow patterns to improve flow hydraulics and solids settling within the clarifiers.
