Abstract:
Masspoints in a Digital Elevation Model (DEM) are points on the earth's surface having a known elevation, as well as known positional coordinates. They are used in rectification of aerial photography into orthophotos, and in adjusting other data to account for distortions due to terrain.
Purpose: To aid in the creation of the elevation model for Wayne County

The creation of these files was based off the Wayne County Orthophotography Project criteria.

One of the following horizontal accuracy requirement industry standards was followed.

1. United States National Map Accuracy Standards, Office of Management and Budget (OMB).

2. American Society of Photogrammetry and Remote Sensing (ASPRS) Accuracy Standards for Large Scale Maps.

3. American Society of Photogrammetry (ASP) Specifications for Aerial Surveys and Mapping by Photogrammetry Methods for Highways.

4. U.S. Department of Transportation (DOT) Surveying and Mapping Manual Map Standards.

5. U.S. Army Corp of Engineers (USACE), Enginerring and Design, photogrammetric Mapping.

6. U.S. National Cartographic Standards for Spatial Accuracy.

The GPS points that were collected to provide additional control for high accuracy analytical aero-triangulation solutions from existing aerial photography. The internal accuracy of the network achieved first order class 1 standards in all station pairings, i.e., the relative horizontal position accuracy between stations in the network does not exceed 10 mm + 10 ppm of the station separation. The GPS network met the current Federal Geodetic Control Subcommittee (FGCS) accuracy standards. The GPS network, based on existing National Geodetic Reference System (NGRS) control, consists of 21 stations of which one is an existing HARN B-order horizontal control point, one is an existing HARN B-order horizontal/first order vertical control point, and one is an existing HARN A-order horizontal/second order vertical control point upon which the network is based.

Automated quality assurance / quality control software was used in the ArcInfo environment. The purpose of the QA / QC software is to guarantee efficient and consistent validation of complex GIS databases. Below is a description of the capabilities of this software:

2) Output

The QC software creates a report file which summarizes all the individual checks. Each validation check is given a status, warning or errorflag. An overall pass / fail is assigned for the tile at the end of the report. Topology, construction and edgematch errors are logged to error coverages which can be viewed as reference coverages in ArcEdit for error correction. The QC software also logs each check to the computer terminal during execution.
