A Brief History of Wayne County’s GIS
- As GIS interest increased at the department and municipal levels, the County recognized the need to explore the potential of an Enterprize wide geographic information system. In early 1996, the county retained Plangraphics, Inc., to deliver a Needs Assessment & Requirements study for the purpose of implementing a County GIS.
- In the spring of 1997, Photo Science, Inc. completed an aerial photography project for the purpose of providing digital orthophoto coverage for the entire County.
- Throughout 1997, the County actively participated in local, regional, and state level forums to build consensus over GIS related standards and data sharing issues, particularly related to GIS efforts in the Rouge Project Office (RPO) and the Department of Public Services.
- By summer of 1997, the County's GIS Policy Committee adopted a 5 year, $14 million dollar GIS Implementation Plan.
- In the fall of 1997, the County issued the following RFP's:
- Program Manager Consultant Services
- GIS software/hardware
- Photogrammetric Mapping and Digital Ortho Services
- In spring of 1998, the CEO recommends the Commissions approval of
- Environmental Systems Research Institute, inc. ESRI as its program manager and primary software/hardware vendor
- Analytical Surveys, Incorporated ASI, as the digital ortho vendor
