Request for Proposals for the Neighborhood Stabilization Program (NSP)

You may already be aware, Wayne County was named as a recipient of $25.9 million in Neighborhood Stabilization Program (NSP) funds as part of the Housing and Economic Redevelopment Act (HERA) in which $3.92 Billion was allocated nationwide to address abandoned and foreclosed properties. Knowing the immediacy of the need for these dollars, we have put them on an aggressive timeline to be contracted within a year and expended within two years.  Wayne County wants to ensure our participating communities receive maximum benefit as quickly as possible. 

In these difficult economic times, we can offer a valuable opportunity to our community development partners.  Therefore I am proud to announce that beginning immediately we are soliciting and accepting creative, responsible NSP proposals that are sure to deliver significant impacts in neighborhoods suffering from plights of foreclosure and abandonment.  The first phase of proposals will be accepted through Friday, February 27, 2009.  In addition, in January and February we will be offering informational seminars in your areas.  As part of the County’s upcoming e-government initiative, the NSP proposals can be submitted using our webpage at www.waynecounty.com/mygovt/edge/nsp.  Helpful information regarding the NSP and the seminars will also be posted and updated on the webpage.
