Request for Proposals for the Neighborhood Stabilization Program (NSP)
Wayne County’s Neighborhood Stabilization Program (NSP) is designed to empower developers, investors, non-profit and for-profit
development corporations to acquire, rehabilitate and/or demolish abandoned or foreclosed properties in our communities, and thus prevent the
destabilization of neighborhoods. The County was named as a recipient of $25.9 million in Community Development Block Grant NSP funds as part of the Housing and Economic Redevelopment Act (HERA) in which $3.92 billion was allocated through the U.S. Department of Housing and Urban Development nationwide to address abandoned and foreclosed properties.
The goals of NSP include:
- Placing properties back into productive use
- Promoting private investment in Wayne County neighborhoods
- Reducing property vacancies
- Reversing the decline of neighborhood housing values
- Reducing the housing stock in areas hardest hit by abandonment and population decline

All NSP shall be used with respect to individuals and families whose income does not exceed 120 percent of area median income. This can be done on an area wide basis in census tract block groups that HUD identified as having a majority of income-qualified persons or directly to income eligible households.
At least 25% of the County’s NSP allocation must be used to provide direct housing benefit to households whose incomes do not exceed 50% of area median income. Therefore proposals that address this benefit will be considered separately to the extent necessary for the County to meet the statutory requirement.
Eligible activities include:
- Financing to income-eligible households to purchase and redevelop foreclosed homes
- Financing to third parties to purchase and rehabilitate residential properties that have been abandoned or foreclosed upon in order to sell, rent, or redevelop
- The Land Bank authority may acquire homes that have been foreclosed upon
- Demolition of blighted structures
- Redevelopment of demolished or vacant properties

How to Apply
Wayne County is accepting creative, responsible NSP proposals that are sure to deliver significant impacts in neighborhoods suffering from foreclosures and abandonment. Proposals are being accepted until all the funds are committed. Proposals must be submitted using the Wayne County NSP application and may be submitted electronically or in hard copy to:
