Deputies capture two Internet child predators, one in Wayne County, the other in Arizona

1st suspect fled state while on probation, 2nd suspect arrested in new case

Wayne County Sheriff’s Deputies this past week have arrested one new Internet child predator and brought another back to justice, Sheriff Warren C. Evans announced today.

Late last week deputies worked with the FBI’s Violent Crimes Task Force in Phoenix to locate and arrest Brandon Boscarino, 27, who was convicted three years ago of trying to arrange sex with an undercover Wayne County Sheriff’s Deputy he believed to be a 13-year-old girl.  Officers took Boscarino into custody at his home in Scottsdale, just outside Phoenix.  He was convicted in 2004 and served a year in the Wayne County Jail, but fled the state shortly after being released on probation and failing to attend sex offender counseling classes. 

“In the more than 130 Internet child predator cases we have made in the past five years, we have had only two people flee our jurisdiction - and we have caught both of them,” Evans said. “This should send a pretty clear message to these offenders that if they are caught we will not let them walk free until their punishment is complete.”

Boscarino was arrested Thursday on a federal flight from custody warrant and was charged Monday with felony probation violation and failing to register as a sex offender while he was still in Michigan.  Before he fled to Arizona, where he was born, Boscarino also failed to appear in court on a 2nd offense drunken driving case against him after he was arrested in Livingston County in 2005. 

“Since Mr. Boscarino had not completed his sex offender counseling and assessment program, I felt an obligation to bring him back into custody, rather than simply let him become another community’s concern,” Evans said.

Despite his apparent incorrigibility, Evans said Boscarino now appears ready to fulfill his obligations to the criminal justice system in Wayne County and get on with his life.

 “To his credit, Mr. Boscarino had registered as a sex offender in Arizona. Hopefully, this incident will be the wake up call he needs to accept full responsibility for his past actions and get his life back on track,” Evans said. “Clearly, however, he has a number of very serious personal issues he needs to address before I can be comfortable allowing him to be among the general public.”

Boscarino was arraigned Monday in 3rd Circuit Court and is being held at the Wayne County Jail on $50,000 bond.  His next court date (probation violation hearing) is scheduled for February 8th.

New Case
Evans also announced the arrest of a 28-year-old Oakland County man who allegedly arranged to have sex with who he thought was a 14-year-old girl, Sheriff Warren C. Evans announced today. Deputies arrested Ryan Raymer, of Clarkston, outside a restaurant in western Wayne County on Tuesday afternoon after he showed up for a planned sexual encounter he initiated in his online chats.

“Mr. Rayner chatted with our officer only three times and almost from the moment the officer described himself as a 14-year-old girl, Mr. Raymer began making sexual overtures,” Evans said.  “He first asked if she was looking for a guy and then if she was still a virgin.”

According to investigators, Raymer planned to take the girl to a hotel and spend an entire day having sex with her. 

Raymer is single with no children.  He was arraigned Wednesday afternoon in 30th District Court in Hamtramck on charges of Illegal Use of the Internet and Child Sexually Abusive Behavior, which carry a maximum penalty of 20 years in prison. Raymer is being held at the Wayne County Jail.
