In recent correspondence to the Wayne County Commission, Treasurer, Raymond J. Wojtowicz declared $21,000,000 of retained earnings from the Delinquent Tax Revolving Fund (DTRF). The Delinquent Tax Revolving Fund was created by resolution of the Commission in 1977 and is administered by Treasurer Wojtowicz as an alternate way of collecting delinquent taxes. On Thursday, September 29, 2005, the Wayne County Commission’s Committee on Ways and Means approved the transfer of the $21,000,000 to the Wayne County’s General Fund for Fiscal Year 2004-05.

Over the past 28 years, Treasurer Wojtowicz has been able to transfer over $228,000,000 of retained earnings from this program to the County?s General Fund. The DTRF is a means by which the Treasurer borrows notes in anticipation of collecting delinquent taxes including penalties and interest from taxpayers. Wojtowicz says that he is pleased to provide this transfer to the County General Fund and says he is happy to contribute to the County’s bottom line.
