Javon Stacks Case Dismissed by Court Today will be Re-Issued by WCPO - Mr. Stacks is alleged to have possession of animals for an exotic zoo. On November 5, 2020, he was charged with one felony count of Abandoning /Cruelty of Animals and two misdemeanor counts of Cruelty to Animals. The allegations of mistreatment of the animals occurred in August 2019 in the City of Romulus.* The case was set for the Preliminary Examination and a Forfeiture hearing today. At 9:00 a.m., the court had the officer in charge (OIC) call the assistant prosecutor on the case because he was not present in court. At that time, the assistant prosecutor informed the OIC that he was approximately fifteen minutes away and the information was conveyed to the court. At 9:21 a.m. the case was called and dismissed by Judge David Parrott because the assistant prosecutor was not yet in court. The case is in the process of being re-issued today. Updated information about the arraignment on the new warrant will be sent out when it is confirmed.

Garden City Man Charged in Carjacking of Police Vehicle

Wayne County Prosecutor Kym Worthy has charged Thomas Russell Troost, 28, (DOB: 07/27/1991), of Garden City, Michigan in connection with a carjacking of a Dearborn Heights Police Department scout car.

On January 14, 2020 at approximately 5:30 a.m., Dearborn Heights Police were dispatched to a gas station in the area of West Warren Avenue and Telegraph Road in response to a call for an attempted carjacking. Upon arrival, officers discovered the defendant left the scene on foot. A Dearborn Heights police officer travelling in a department vehicle located the defendant on foot nearby on West Warren. As the defendant walked in the roadway, the officer blocked the way. It is alleged that despite repeated demands to step away, the defendant approached the vehicle, grabbed the driver side door handle, forced it open and lunged inside the vehicle in an attempt to pull the officer out of the vehicle. Several Dearborn Heights Police officers arrived and arrested the defendant at the scene.

Troost has been charged with Carjacking, Attempted Unlawful Driving Away of an Automobile (UDAA), Attempted Receiving and Concealing Stolen Property - Motor Vehicle and Resisting and Obstructing Arrest.*

Troost was arraigned in the afternoon on Wednesday, January 15, 2020 in 20th District Court in Dearborn Heights. The Probable Cause Conference is scheduled for January 29, 2020 and the Preliminary Examination is scheduled for February 5, 2020. The defendant received a $500,000 bond.

Devin Ray Cronk Charged in Reckless Driving Incident on I-94

On December 27, 2019, Prosecutor Kym Worthy charged Devin Ray Cronk, 22 (DOB: 06/16/1997), of Allen Park with the misdemeanors Reckless Driving and Disturbing the Peace.* He was not in custody at the time of the charges.

On December 22, 2019 at approximately 8:00 p.m., it is alleged that he was driving a car doing donuts in the middle of I-94 while other drivers were on the road. While he was doing this, it is alleged that he was endangering citizens who were near the defendant's car. Cronk was identified as the driver of the car and was approached by police officers and fled on foot on December 25, 2019.

On January 2, 2020, the defendant turned himself into the Detroit Police Department and received a $100 cash bond. WCPO has recently been informed that Cronk is expected to be arraigned in 36th District Court on the morning of Tuesday, January 21, 2020.
