History of the Consent Agreement

After taking office in January of 2015, Wayne County Executive Warren C. Evans uncovered a bleak financial situation that included a $52 million annual structural deficit, $1.3 billion in unfunded health care liabilities, $900 million in unfunded pension obligations and a partially built jail that would cost millions of dollars to complete.

The Wayne County Executive developed and has begun to implement a Recovery Plan that reduces the structural deficit by $23 million with minimum impact to the County’s workforce all while continuing to improve County services.

In June of 2015, the Wayne County Executive took a bold step by requesting the State of Michigan’s Department of Treasury conduct a financial review, which resulted in declaration of a Financial Emergency in Wayne County.    

The Wayne County Commission in August of 2015 received a copy of the 12-page consent agreement finalized between the offices of the Wayne County Executive and the Michigan Department of Treasury. The 15-member County Commission approved the consent agreement on Thursday August 13, 2015. Wayne County Executive Warren C. Evans signed the agreement on August 17, 2015, and the document was transmitted to, and then signed by, State Treasurer Nick Khouri on August 21, 2015, making the Consent Agreement effective.
