Wayne County Tax Parcel Update Project

During 2006, with the support of the County Executive, the GIS Unit begins work on a countywide parcel update project. The conversion process was completed in 2000 and now we are working on bringing the data and its structure to current standards. The project is expected to last 18-24 months. Upon commencement, the product will be dually supervised between the Assessing and Equalization Department and the GIS Unit. New methodologies developed assist in the incredible task of keeping information current once updates are released. The cooperative endeavor brings many positive changes to the way the enterprise GIS develops and interacts with users.

Wayne County Orthophotography and Planimetric Update Project

During 2005, along with six other counties, Wayne County acquired natural color six-inch pixel digital Orthophotography. This regional project, coordinated by SEMCOG, heralds the efforts of Wayne County and others to develop a more cooperative way of doing business. Delivery of final product is slated for mid-2006. At which time, planimetric updates and adjustments are scheduled to begin. Participating communities can expect two data packages. The first will be the imagery, released before the end of 2006. Second, will be a base map update near the end of 2007. This release will include all planimetric updates, as well as cadastral updates.

Wayne County CLEMIS Maintenance

The Courts and Law Enforcement Management Information System (CLEMIS) program is a collaborative 911 dispatch system between Genessee, Livingston, Oakland, Macomb, Washtenaw Counties and eighteen Communities in Wayne County. Wayne County GIS, as a service to the Wayne County Communities, has provided mapping support for their dispatch requirements. In addition to this service, Wayne County GIS performs maintenance on updated road and boundary information and submits them to CLEMIS on a monthly basis. Wayne County Emergency Management (EMD) Backup/Disaster Recovery Project

During the September 11th disaster, Wayne County GIS staff saw first hand how EMD works during a crisis. Out of that came a compelling effort to ensure EMD had access to all the needed GIS related data and access to qualified personnel to staff the EOC during an emergency event. Along with this, it was evident that Wayne County GIS needed to safeguard its GIS investment via real-time off-site storage and backup. 

Wayne County Road Network Maintenance 

Through a partnership with local, state, and regional government, Wayne County has combined it’s 1:1200 scale street centerline file with the powerful attributes of the Michigan Geographic Framework product. Through a conflation process the Wayne County Geographic Framework now includes 2 valuable referencing tools. The Census Bureau’s TIGER files, including address and demographic referencing information, and a Linear Referencing System based on the Michigan Accident Location Index (MALI). The positional accuracy and the plethora of attributes support a variety of GIS related applications for local, county, regional, state, and national projects.

Partnerships

Wayne County GIS has entered a partnership with the Center for Geographic Information (CGI), SEMCOG, other county departments, and the local governments, for the development and maintenance of its Network. The Framework includes roads, hydrology and railroads. Through these partnerships, we hope to reduce duplication of effort and share the work needed to maintain this large dataset and all the attributes necessary for county business practices.

Address Referencing System

The Wayne County Geographic Framework includes the address and census information included in the US Census Bureau’s TIGER files. This set of attributes provides a powerful tool for all types of location analysis and mapping based on the most common positional reference, addresses. To maintain this important dataset, we plan to work with the local communities in order to have the best possible sources.

Linear Referencing System

The Michigan Geographic Framework has been developed in close contact with the Michigan Department of Transportation, with direct associations with their data. By tying into this system, our DPS Department has a direct link to the transportation data that the state collects and maintains. Additionally, as the largest county in the state, a direct link to the Wayne County DPS databases will help improve and streamline coordination between the two agencies

County Internet Mapping Services (IMS)

The GIS Management Unit has invested a great deal of time and money into the IMS technology. This venue will be the most used entity for providing access to County GIS data to the County users and public via a web browser. Currently, there are multiple IMS services on the GIS web-server that allow users to view and query the GIS base and parcel data. The vision is to allow County Departments and Non-County entities the opportunity to display their data on the County base.

Enhanced Access and Data Nondisclosure Agreements

The Freedom of Information Act (FOIA), 1976 PA 442, MCL 15.231 to 15.246 was written a number of years ago with the express intent of allowing the public access to data collected by public bodies at the lowest possible cost. The act was written before the digital age developed to its current strength.

To accommodate the extra costs associated with digital files including those costs of higher paid technical staff, the state of Michigan enacted the Enhanced Access Act (PA 462 of 1996). This act permits the public bodies to charge reasonable fees when answering requests for or providing access to digital data.

The state amended the enhanced access act that now allows public bodies that collect digital data to collect fees associated with the distributing the data not only from direct purchases but also from third parties through other agencies with whom they have shared that data.

Regional, State and Federal GIS Partnerships

As part of any GIS effort coordination amongst other GIS operations is critical to eliminate duplication of effort as well as promote cost sharing and resource allocation. Wayne County GIS Management Unit has from the start established strong working relationships with Southeast Michigan Council of Governments, Michigan Center of Geographic Information and the US Census. This relationship continues today between these agencies and GIS/IT.
