Notice of Public Hearing and comment Period for the 2019 Consolidated Annual Performance Evaluation Report (CAPER)


Notice is hereby given that the County of Wayne has completed a draft of the 2019 Consolidated Annual Performance Evaluation Report (CAPER) for its Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) programs. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2019 CAPER is available for public review and comment for a 15-day period from November 2, 2020 through November 18, 2020. The report can be accessed via the County's website at www.waynecounty.com/departments/econdev/home.aspx or in person at the Wayne County Community Development Program offices located at the Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226 between the hours of 8:30 a.m. and 4:00 p.m.

The CAPER highlights expenditures of CDBG funds for the period of July 01, 2019 through June 30, 2020, and provides information on activities undertaken with HOME and ESG funds for affordable housing and homeless services in Wayne County, Michigan. HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low and moderate income persons.

Wayne County will conduct two (2) public hearings to consider and afford the opportunity for input to be recorded on the 2019 CAPER. The Wayne County Community Development Virtual Public Hearings will be held on November 4, 2020 at 11 a.m. and November 11, 2020 at 2:00 p.m. via Wayne County's Zoom channel. The public is invited to attend and comment at the public hearing or to make written comments. Written comments should be made to the attention of Terry Carroll, Community Development Director, Wayne County, Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226.

Notice of Comment Period and Public Hearings for 2020 Action Plan

Notice is hereby given that the County of Wayne has completed a draft of the 2020 Annual Action Plan for its Community Development Block Grant (CDBG) Program, HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) Programs. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2020 Annual Action Plan with pre-commitment of funds is available for public review and comment for a 30-day period from July 15 through August 15 2020.

Notice is hereby given that the County of Wayne has completed a Substantial Amendment to its 2016-2020 Consolidated Plan for the CDBG, HOME and ESG Programs and amendments to its 2017, 2018 and 2019 Annual Action Plans. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the Substantial Amendment, as well as the original 2016-2020 Consolidated Plan and the 2017, 2018 and 2019 Annual Action Plans are available for public review and comment. The Substantial Amendment and the 2017, 2018 and 2019 Annual Action Plans Amendments can be found on the County's Website: https://www.waynecounty.com/departments/econdev/cdbg.aspx

The Substantial Amendment provides for the inclusion of $3,309,511 in CDBG funds and $1,651,276 in ESG funds received from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The Amendment of the 2017, 2018 and 2019 Annual Action Plans provide for the implementation of regulatory waivers to the HOME Investment Partnerships Program by transferring $69,781.00 in 2017, $828,590.00 in 2018 and $471,673.00 in 2019 funds to Tenant Based Rental Assistance. A virtual Public Hearing for the Substantial Amendment to the 2016-2020 Consolidated Plan and the Amendment of the 2017, 2018 and 2019 Annual Action Plans will be held from 10:00 a.m. to 10:30 a.m. on Friday, May 15, 2020 on Zoom at
