NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR THE 2021 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)

Notice is hereby given that the County of Wayne has completed a draft of the 2021 Consolidated Annual Performance Evaluation Report (CAPER) for its Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) programs. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2021 CAPER is available for public review and comment for a 15-day period from September 6, 2022, through September 22, 2022. The report can be accessed via the County's website at www.waynecounty.com/departments/econdev/cdbg.aspx or in person at the Wayne County Community Development Program offices located at the Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226 between the hours of 8:00 a.m. and 4:00 p.m.

The CAPER highlights expenditures of CDBG funds for the period July 1, 2021, through June 30, 2022, and provides information on activities undertaken with HOME and ESG funds for affordable housing and homeless services in Wayne County, Michigan. HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low-and-moderate income persons.

Wayne County will conduct two (2) public hearings to consider and afford the opportunity for input to be recorded on the 2021 CAPER. The first Wayne County Community Development Public Hearing will be held on September 7, 2022, at 11:00 a.m. The public is invited to attend in-person and comment at the public hearing or make written comments. It will be held at the Wayne County Offices located at 500 Griswold, 6 th Floor, Detroit, Michigan 48226. The second public hearing will be held via Zoom on September 8, 2022, at 11:00 a.m. Join Wayne County's Zoom account at https://waynecounty.zoom.us/j/87080438114 and comment at the public hearing or make written comments. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2022 Annual Action Plan with pre-commitment of funds is available for public review and comment for a 30-day period from May 25, 2022, through June 25, 2022. HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low and moderate income persons. Wayne County anticipates receiving approximately $5,250,312 in CDBG funds, $3,122,427 in HOME funds, and $478,242 in ESG funds.

Wayne County will conduct a public hearing to afford the opportunity for input to be recorded on the updated 2022 Annual Action Plan for CDBG, HOME, and ESG programs for the Program Year 2022. The Wayne County Community Development Public Hearings will be held on June 2, 2022 at 2:00 p.m. at the Guardian Building, 6th Floor Conference Room, 500 Griswold Street, Detroit, MI 48226. The public is invited to attend and comment at the public hearing or to make written comments. Wayne County Community Development Program has released a HOME Investment Partnerships Program Notice of Funding Availability and Request for Proposals for affordable housing construction, acquisition and rehabilitation, homebuyer programs, and tenant-based rental assistance programs. The Request for Proposal applications will be available from January 24, 2022 to February 28, 2022 and can be accessed at Wayne County HOME RFP.

Applicants should follow the instructions. No applicant conference will be held but interested parties can contact Community Development Program staff for a technical assistance appointment by email or phone. All applications should be submitted to the Wayne County Community Development Program Office located at the Guardian Building, 500 Griswold Street, 28th Floor, Detroit, Michigan 48226, during the open RFP time period. Notice is hereby given that the County of Wayne has completed a Substantial Amendment to its 2016-2020 Consolidated Plan for the CDBG, HOME and ESG Programs and amendments to its 2017, 2018 and 2019 Annual Action Plans. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the Substantial Amendment, as well as the original 2016-2020 Consolidated Plan and the 2017, 2018 and 2019 Annual Action Plans are available for public review and comment. The Substantial Amendment provides for the inclusion of $3,309,511 in CDBG funds and $1,651,276 in ESG funds received from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The Amendment of the 2017, 2018 and 2019 Annual Action Plans provide for the implementation of regulatory waivers to the HOME Investment Partnerships Program by transferring $69,781.00 in 2017, $828,590.00 in 2018 and $471,673.00 in 2019 funds to Tenant Based Rental Assistance.
